Yes it's cheating. Male to female transgenders have an unfair biological advantage. This advantage is the same one that has the male world record in the 100 meters a second faster than the females world record.

In order for them to compete they should have to have been hormone therapy for at least a couple years otherwise they run with the boys. That's not discriminatory, that is leveling the biological playing for to a permissible level. A biological male identifying as a female does not change the genetic or biological makeup and that has to be accounted for. Otherwise not not just have the men run with the women.
